During Dr. Neves long tenure as CIO and Advisor at LLNL: the Tri-Labs of NNSA had 13 CIOs, DOE HQ had 4 CIOs, and NNSA HQ had 4 CIOs!

*       PhD in Applied Mathematics, (Numerical Analysis) with accomplished research record

*       Entire career has been associated with research in computing, IT and cyber security

 

@BOEING (1975-2002)

*       Director of Computer Science Research at Boeing for over a decade with external customers in private industry, DARPA, NSF, DOE, AFOSR, and NRL

*      Achieved the highest technical rank when elected as the 12th Senior Technical Fellow of the Boeing Company (and first in Computation).  

*       Advisor to Boeing CIO on performance and scalability of enterprise management applications

*      The Boeing Computer Science Department under Dr. Neves conducted research in:  Product visualization, intelligent document technology, intelligent agent systems, algorithm and computational science, mathematical software libraries, high performance and parallel computing (including the 2nd Gordon Bell Award winning team)

 

@LLNL (2002-2015)

*       Established the first full-time CIO position at LLNL, and held the position for over 7 years, and exported the program design to LANL

*      The first Chief IT and Cyber Advisor to both LANL and LLNL

*       Assigned (under an IPA) to NNSA HQ (2012-2015) conducting a HQ funded program to evaluate cyber security practices and build a DOE vision for the future of cybersecurity throughout the DOE. The study included:

  • Participation from leading researchers at LLNL, LANL, ORNL, SNL, PNNL, INL, ANL,  LBNL, the major cybersecurity Labs in the DOE

·       Established a 5 year research strategy and plan for DOE in-sync with the Federal Strategic Cybersecurity plan

·       The resesrch plan and fiscal analysis of alternatives was submitted, reviewed and approved by all DOE elements to be part of the DOE budget submission in 2013

*       Graduated with Great Distinction, Mathematics from San Jose State University

*       MA and PhD in Mathematics (1974), Arizona State University in Tempe (held a National Science Foundation Fellowship for 4 years)

IT Infrastructure and R&D Contract Experience

*       Accomplished CIO (serving over 7 years at LLNL)

*       Some LLNL accomplishments include: Consolidated data center, deployed virtualization, established the Oracle Project Accounting effort implemented by the CFO support team, centralized desktop management and patching, defended APT attacks and was first to implement advanced egress controls in DOE, determined adversary suppression, zoned network, established the CIO concept of operations and program approach, retired many legacy systems

*      Some Boeing Accomplishments: Program Manager and Proposal Manager for several industrial research contracts for Fujitsu, Hitachi, NASA, NEC, Chevron, Mobil, and more.  Defined and created a Consortium of Boeing and 10 Universities to pursue and eventually win the NSF contract to build the NW Internet in the early 90s.  Proposal was endorsed by 5 US Senators, 10 university presidents, and two educational agencies; established a 15 year research collaboration between Boeing and IBM Research (led to joint patents, and new products)

*       High performance computing, hardware architecture, numerical linear algebra, numerical solution of differential equations, large-scale systems performance and scaleability, "grid aware" application frameworks, intrusion detection and intelligent agent technologies.

*       Strategic alignment of IT Infrastructure, governance of IT services, cyber security defense management and architecture
